error message while trying to add favorites vista ult. x64

Hello everyone
when I'm trying to add a page to favorites (e.g. when I clic
IE7menu>Favorites>Add to favorites>OK
I see a message box approximate translated (from hebrew)
"couldn't create '[title of the page I attempt to add to favorite]'
an unknown error

notice that when I installed windows I didn't have the problem bu
after installing my all software and updates as well as hebrew MUI etc

It's been a long time since I'm looking for a solution
I hope in this site I will earn it..

Right-click the IE icon on the desktop and choose "Run as administrator."
If
that option isn't present, try IE in the Start> Programs menu or the
Quicklaunch Bar.

No problem. Right click the application executable > click Properties >
'Security' tab > under Priviledges, check the box that says 'Run as an
Administrator'.
