[Error number: 0x800703E3] when I try to upgrade to version 5

I get [Error number: 0x800703E3] when I try to install the new WU service.

I do not have a set key under
HKLM/Software/Microsoft/Windows/CurrentVersion/WindowsUpdate/

To assure a clean install, your anti-virus application should be disabled
and all other running processes closed before installing anything, including
Windows Updates.
