Generally when you don't get any response it is a good idea to try
to present more details or restate your problem more clearly.
IOW trying to resurrect a thread which is almost 3 months old
with a single word is less likely to attract much more help.
The details you have provided so far don't lead very far.
In case your OS is not XPsp2 and you are still using WUv4
(which, according to SUS DeployGuide does have the subject
error code defined [1]) try using the V4 Troubleshooter and search
for %. (The closest you will find there to your described symptom
is 66%.)
http://v4.windowsupdate.microsoft.com/troubleshoot/
BTW instead of trying to use the troubleshooter's quirky find facility
I prefer to just do a Select All, Copy (Ctrl-a,Ctrl-c) and paste into a
new Notepad window, then use Notepad's F3 to do any finds.
[1] the definition for that value doesn't seem helpful:
800703FB ERROR_NO_LOG_SPACE System could not allocate the required space in a registry log
Good luck
