Error number: 0x80070424???? Windows Automatic update wont enable

I get an error message when i go to the windows update website Error number:
0x80070424 and Windows Automatic update wont enable.

Also Norton Anti-virus 2003 wont enable automatically when i start the pc, i
thought this might be a virus or sprware but i have scanned for both, in safe
mode and normal operating mode, both with AVG and web based products.

Anyone found a solution or know whats caused it

When I first tried to install Windows Update I got an error message re. the
BITS Service. I changed this service to Automatic as requested. Updates
didn't install and when I try to install it now I get an error message with
the code 0x80070424

This worked once but after a reboot the problem came back, not sure now what
is causing it, i would like to avoid restoring form a backup but dont think i
have a choice but to grin and bare it as i lose little bit of imformation and
hours of re-installing.

I have the same error code when I update my XP SP2. Not get any solution yet.

After installed IEreg.bat, it seems Windows Update works well.
