Is this running an antivirus program? Which is it? Try turning it off before visiting Windows Update to see if it makes a difference.
Is this same error shown in your update log? %windir%\WindowsUpdate.log
Use Notepad or Wordpad and open & look at it.

What does it say? Errors are usually 0Xnnnnnnn (with some text)

The error points to a trust / signature failure. Given you have an x64-system, you may consider getting the update controls directly:
