The problem is your connectivity.
E.g. are you connecting through a proxy? parental controls?

0x801901F7 is equivalent to HTTP 503.

Error message when you try to install updates from the Windows Update Web
site on a Windows XP-based computer: "Windows Update has encountered an
error and cannot display the requested page":
http://support.microsoft.com/kb/914226

Is Automatic Updates enabled or can you enable it?

Did you encounter this behavior before upgrading to IE7 or IE8?
