I had the same problem, but turning off my Norton and firewall didn't work
and I tried dozens of things as well as three suggestions from technical
support and spent two days and many frustrating hours.
BUT...here is what worked for me. If you use Norton Internet Security, open
it and double click "Personal Firewall" depending on the version of Norton
you use, either click the Control tab, or find the clickable that takes you
to the list of programs. Scan down the list...they will all show that they
are "allowed." But on my system, their was one that was "blocked" it was
"Microsoft Generic Host Process for Win32 Services. I unchecked the box to
unblock it and it then showed as "Permitted All."
I tried again for the MS Updates and it went right through. Hope this works
for you. Good luck.
