On the same page that gave you that darn error message there should be a list
of possible fixes.
I tried a bunch and finally solved my problem by clicking [START] then [RUN]
and typing "services.msc" and clicking [OK] and "starting" the "background
intelligent transfer" the "cryptography" services by right-clicking them and
selecting "properties"....
