Error number: 0xC8000711 Windows Update - Tried All Suggestions

I have a valid copy of windows 200 pro. It's got SP4 and IESP1 installed. I
have tried relocating my temp directory, and updating the tmp and temp
environment variables. I've installed MS Script. All required services are
running. I've re-registered dlls. I've tried every suggestion in this
forum, and in sites linked to from this forum. I've uninstalled all
antivirus programs and firewalls, and tried multiple network cables. I've
tried ipconfig /flushdns, and have added the MS Update urls to trusted sites
list. I've run adaware, spybot, cwsshredder, etc. I've downloaded and
re-installed windows update as suggested. I've removed a potentially
problematic hotfix.

My update still does not work, and I still get that error. Any new
information on this problem, or do I need to complete my switch to Linux? It
is absolutely ridiculous that so many useless fixes have been posted and no
steps have been taken to make sure users don't experience this nightmare...
This is incredibly ridiculous...

Could you see if you have the following Windows services started?
"Background Intelligent Transfer Service (BITS)"
"Windows Installer"
"Event Log"

I found my services set to Manual and in the stopped state.
