Error number 80070641

I am getting this error number when trying to update through Windows
Installer. I am running Vista Basic with Service Pack 2. I followed the
instructions from another post to ensure that the RPC is on auto, our
RPC is on auto, but our RPC locater is on manual. The post that
instucted us to do this also states that Windows Installer should be on
auto, but it's on manual and all three options are greyed out and we
can't seem to change them.

If Windows Installer needs to be on auto, how do I get it there? Is
there another way to fix this?

0x80070641 ERROR_INSTALL_SERVICE_FAILURE
The Windows Installer Service could not be accessed. This can occur if
the Windows Installer is not correctly installed

The WI service depends on the DCOM Server Process Launcher. And, it's
Default startup type is Manual.
Check it DCOM 's Startup type [ should be Automatic ] and also see if
it's started. If it's not, try to start it by clicking the Start button.
Can it be started ?
