error ox7927e03e and can't find installation package s867460.msp

i have a compaq laptop that came with .net framework 1.1 try to uninstall
the program then try to install it again it give me and error ox7927e03e and
can't find installation package s867460.msp
I have tried all of the fixes on the web site to no avail.
please help.
