Error when selecting the vista help and support

Using this vista home premium
When selecting vista help and support - get messge
"Internet explorer cannot download / from windows."

It fails to connect. Any ideas would be gratefully received

Sorry to start a new thread, but it's not letting me create a new question.
I have a different problem with Help and Support (Vista Home Premium). When
I open it, then click anywhere inside it, it shuts down. It appears to have
been stopped by the Data Execution Prevention program. When I go into DEP to
try to exclude Help, I can't find any executable files. Doing a search of my
harddrive, I can't find the file helppane.exe. I have included the error
info below. Thoughts? Thanks for your help.
