Error when starting Terminal Services

My terminal Services in SCM is started but the Eventlog gives me this error:

Terminal Service start failed. The relevant status code was Error: 0xd0000022.

I can see through netstat that it is not listenning on port 3389. And
obviously I cannot connect.

Some services do not start in Windows Vista:

Services do not start and Event ID 7022 is logged in the System log in
Windows NT 4.0, Windows 2000, or Windows Server 2003:
