Error "The System Administrator has set policies......

I am running Windows Vista and was trying to let Dell upgrade one of their
programs. I got the following msg, "The System Administrator has set
policies to prevent this installation". I am the Administrator and I don't
recall setting any such policy. I have seen this msg pop up before on
various other incidents.

Can anyone tell me what I need to do to "set policies"?
