I recently had to reinstall Windows XP on my computer and when I tried to
download the windows updates (such as service pack 2, etc.) I basically
couldn't even get past the first step to even view the available updates.

This error appeared:

The website has encountered a problem and cannot display the page you are
trying to view. Error number: 0x80070005

I followed the "Find Solutions" link and followed the steps to get rid of
the problem but after successfully completing the neccessary steps the same
error apeared again after a reboot.

The steps were as follows:

Resolutions
1. Check permissions on the Windows Update registry key
Click Start.
Choose Run.
In the Run box, type REGEDIT.
Click OK. The Registry Editor opens.
*WARNING*
Using Registry Editor incorrectly can cause serious problems that may
require you to reinstall your operating system. Microsoft cannot guarantee
that problems resulting from the incorrect use of Registry Editor can be
solved. Use Registry Editor at your own risk.
Navigate to the following key:
HKEY_LOCAL_MACHINE\SOFTWARE\Microsoft\Windows\Curr entVersion\WindowsUpdate.
On the menu, click Edit. Click Permissions.
For Administrator and System, select the Allow check boxes next to Full
Control and Read permissions. NOTE: In certain instances, these check boxes
are grayed out. Ensure all accounts have appropriate permissions.
Click Apply.
Click OK.
Close the Registry Editor.
Restart the system.

Any ideas why the problem isn't resolved?

"Error 0x80070005: Access is denied"

Please also have a look at: "Access denied" section here:
http://www.michna.com/kb/WxSP2.htm#C...Service_Pack_2
and also:-
You receive an "Access is denied" error message when you try to install Windows XP Service Pack 2
