No, xvidcore.dll is not part of Windows.
It's a version of DiVX (spelt backwards).
The OP must have some movie file that Photo Gallery cannot make a thumbnail
of, as the XViD codec is not installed.
He needs to install the codecs. Some people have a problem with codec
packs, as they think they contain viruses. I think they are fine if you get
ones from a trusted source.
