Event ID: 16 on workstations trying to connect to SUS server

I have SUS running on 2K SBS server the clients are getting Event ID 16 in
system log with the following information.

Unable to Connect: Windows is unable to connect to the automatic updates
service and therefore cannot download and install updates according to the
set schedule. Windows will continue to try to establish a connection.

My biggest question is: Do I need to have anonymous login enabled for the
SUS websites listed under Internet Services Manager. I'm thinking that
running IIS lockdown before installing SUS might have removed permissions
that were needed.

Yes, you will need to have anonymous login enabled.
