Event Log Event ID 18212 errors

My Windows Vista Event log is full of Event ID 18212 errors. The
detail screen says:
The machine wide Limits Access security descriptor is invalid. It
contains Access Control Entries with permissions that are invalid. The
requested action was therefore not performed. This security permission
can be corrected using the Component Services administrative tool.

How can I fix this. I can't find the Component Services
administrative tool unless the message is referring to the
Administrative Tools Services applet.

I'm running Windows vista Build 5472.
