Why ask a question as a suggestion for Microsoft?
From Office Help:
Run Microsoft Office Diagnostics
Do the following in these 2007 Microsoft Office system programs:

Access, Excel, PowerPoint, or Word:
Click the Microsoft Office Button, and then click Access Options, Excel
Options, PowerPoint Options, or Word Options.
Click Resources.
Click Diagnose, click Continue, and then click Start Diagnostics.
InfoPath, OneNote, Outlook, Publisher, Project, SharePoint Designer, and
Visio:
On the Help menu, click Office Diagnostics.
Click Continue, and then click Start Diagnostics.
How do I run Office Diagnostics if I can't run an Office program?
If necessary, you can run Office Diagnostics from the Start menu.

In Microsoft Windows, click Start, point to All Programs, point to Microsoft
Office, point to Microsoft Office Tools, and then click Microsoft Office
Diagnostics.

Details?

What exactly happens when you try to open an Excel file?
Any error messages?
Was the file created in a different version of Excel?
Does this happen on all Excel files?
How are you opening the file, from within Excel using File/Open, or?
Do you have all of the current updates for Excel 2007 installed?

Please repost in an Office or Excel group such as:

microsoft.public.office.misc or
microsoft.public.excel

That's where the experts in Excel hang out, someone there will be able
to answer your question IF you post more information such as what OS
you're running and some hardware information, amount of memory, etc.

One option, which will not cost you a dime, would be to install
OpenOffice.org and see if it meets your requirements. Most likely it will.
OpenOffice is a fully featured office suite which, among other things, can
import and export MS office files.

What happens when you try? What specific error messages do you get?
What do your system event logs report? What specific troubleshooting
steps have you already taken, and what were the results of each? What
have the folks who frequent the Excel newsgroup have to say about the issue?

I'm afraid that no one can help if you don't provide at least a
modicum of pertinent information.
