Exchange 2003 and ActiveSync

Can some one please tell me why I can't get my Pocket PC to synchronize with
my Exchange 2003 server?

Here's what's going on:

I can POP e-mail and check names in the global address list with no problem
via the Pocket PC. But when I try to use ActiveSync, it give me this error:

Your account does not have permission to sync with your current settings.
Conteact your Exchange administrator. An error occurred, and scheduled
synchronization had to be disabled. (I'm doing it manually). To start
synchronization again, use the Mobile Schedule tab in ActiveSync Options.

Error Code: HTTP_403

I have searched through the Internet and came up with nothing, except a few
posts on a virtual directory problem. But they didn't give anough info to
move forward.

Any help would be appreciated.
