I had the same issue, I would reinstall and reinstall to no avail. Then I
noticed in the WSUS report that this update was listed TWICE. Further
investigation found that one of them was superseded and needed to be
declined. Once I did that, it removed itself from the list of updates
waiting to be installed and the next day the update was not waiting to be
installed on the Exchange servers. The superceding update was approved and
installed successfully. Everything is working just fine now.
