Exchange Mail Not Getting Delivered to Address On Certain Occasions

I have a user of our SBS domain that also has an E-mail address/Internet
access in another location. I'll call their E-mail address .
The network.edu domain is where the Internet access is coming from also.
When the user is on the Internet on network.edu system and using Outlook Web
Access attempt to forward SBS mail back to the network.edu address the mail
does not get delivered from the SBS to the address. I can
send mail to that address when I'm on the SBS network from Outlook or from
OWA and it is delivered promptly. There are no non delivery returns, any
errors or any mail stuck in queues in Exchange System Manager that I am
aware of.

Hopefully this description is clear enough for folks to understand. I'm not
sure I understand why it is happening but that's technology!!

(OWA) cannot forward the SBS mail to the network.edu email address on the
network.edu network environment. If I have misunderstood your concern,
please don't hesitate to let me know.

To narrow down this issue, please help me collect more information for
troubleshooting:

1. What does the user is on the Internet on network.edu system mean?

2. As you mentioned, the user tries to use the OWA forward the SBS email
to the network.edu email address, can I assume the user the OWA to access
his mailbox in the SBS exchange?

3. What's the error message when the user tries to use the OWA forward the
SBS email to the network.edu email address? Is there any NDR (Non-Delivery
Report)? If yes, Please kindly paste the context in your reply.

4. As you mentioned, you can send mail to that address when you are on the
SBS network from Outlook or from OWA and it is delivered promptly. Please
check if you can send mail to that address from OWA when you are on the
external (Other Internet location, not on the network.edu network
environment).

5. Can you send mail to other internet email addresses from OWA when you
are on the network.edu network environment?

6. Does this issue occur on all users or certain users? Please try to use
other users to check this issue can be reproduced.

Note: Domain names and e-mail addresses are fictitous.

1. What does the user is on the Internet on network.edu system mean?
The network.edu address is the external system that the user is on for
Internet access and e-mail when using OWA on the Small Business Server to
forwarded e-mail from their SBS e-mail address back to the
e-mail address.

2. As you mentioned, the user tries to use the OWA forward the SBS email to
the network.edu email address, can I assume the user the OWA to access his
mailbox in the SBS exchange?
Your are correct. They are using OWA to try to forwarded messages from the
SBS account to an external system () and they are accessing
the SBS from the external location which is also network.edu location.

3. What's the error message when the user tries to use the OWA forward the
SBS email to the network.edu email address? Is there any NDR (Non-Delivery
Report)? If yes, Please kindly paste the context in your reply.
There are no NDR's when the user tries to forward messages from
OWA to their external address () from the same external
network but I did notice a DCOM error.

4. As you mentioned, you can send mail to that address when you are on the
SBS network from Outlook or from OWA and it is delivered promptly. Please
check if you can send mail to that address from OWA when you are on the

I am not able to test sending mail from another location at this time. I
don't have access to another Internet provider to be able to perform the
test. I do know that I can send e-mail via OWA or Outlook from the External
network connection network.edu without issue.


5. Can you send mail to other internet email addresses from OWA when you
are on the network.edu network environment?
Yes.There is not problem in doing that.

6. Does this issue occur on all users or certain users? Please try to use
other users to check this issue can be reproduced.
It does not seem to be user specific. If I am accessing the SBS from the
external location (network.edu) and accessing my e-mail via OWA from the SBS
and send or forward a message to a network.edu e-mail address the messages
are not delivered.


7. What's your SBS domain SMTP email address?
If you want my e-mail address/domain name I will send it but I won't post it
in the NG. DO you want me to do that?

The external user was not able to try the SBS account again today to see if
it would forward SBS mail to the external address. It may have been an issue
with the external system but I seem to recall this happening before. This
acount is an account that is not frequently used so I'm not sure.

Hi Jeff,

Thank you for your detailed reply.

I. For Event 10009
-------------------
Based on my research, this Event 10009 is not related to the original
issue. Please first refer to the following Microsoft Knowledge Base
articles to check known issues:

245197 BUG: COM+ Incorrectly Lets You Configure Datagram Protocol
http://support.microsoft.com/?id=245197

242022 INFO: DCOM Does Not Support Any Datagram (UDP) Protocols
http://support.microsoft.com/?id=242022

If this problem continues, let us try the following steps:

1. Please check if you can ping the computer that mentioned in the DCOM
message "DCOM was unable to communicate with the computer network.com using
any of the configured protocols".

2. I suspect that the event is generated by a certain of applications
running in the background. Let's disable all non-Microsoft services and
startup items to see if the error still appears:

1) Run "msconfig".
2) In the Services tab, click "Hide All Microsoft Services" and click
"Disable All".
3) In the Startup tab, click "Disable All". Click OK. (This will
temporarily prevent third-party programs from running automatically during
start-up.)
4) Restart the computer and keep monitoring it.

II. As you mentioned, "If I am accessing the SBS from the external
location (network.edu) and accessing my e-mail via OWA from the SBS and
send or forward a message to a network.edu e-mail address the messages are
not delivered", "I can send mail to that address when I'm on the SBS
network from Outlook or from OWA and it is delivered promptly" and you can
send mail to other internet email addresses from OWA when you are on the
network.edu network environment.

Please understand the OWA is web-based access the Mailbox of the Exchange
2003 Sever on the SBS 2003 Server, when you send or forward email via OWA,
it will submit the request to the Exchange Server regardless where you
access the OWA (Location). Since this issue is rather complicated and
location-consuming, to resolve it,
we may need more deeper troubleshooting and collect more log, thanks for
your understanding.

Please perform the below steps to narrow down this issue:

1) When the issue happens again, in the Exchange Server on the SBS
Server, please telnet the destination mail server (network.edu) which you
cannot send or forward mail to by the following steps.

a. Click Start, click Run, type telnet, and then click OK.

b. At the Microsoft Telnet command prompt, type open server_name 25, and
then press ENTER.

c. To verify that you are successfully connected to the SMTP Mail Service,
type helo domain.com, and then press ENTER.

d. Type mail from: , and then press ENTER.

e. Type rcpt to: , and then press ENTER.

f. Type "quit" (without the quotation marks), and then press ENTER two
times to close the connection to the server and leave the Telnet session
running.

Please let me know the result and capture a screen shot if there is any
error during this process and attach it in your reply.

2) To check if the email is delivered out, let the user send or forward a
testing email to the network.edu e-mail address by using OWA from the
external location (network.edu), please check in which queue the emails
stays (you may not see it if it is delivered). To check this:

a. Start Exchange System Manager.

b. Use the following path to locate the queues you want to check:

Servers\<ServerName>\Protocols\SMTP virtual Server\<SMTP virtual
server>\Queues\<Queue>

3). Enable message tracking, let the user send a testing email again and
then check the email message under Tools->Message Tracking Center (you can
make a screen capture of the tracking result and attach the picture in your
reply). Regarding how to enable Message Tracking, please refer to the
following MS KB article:

4). Enable Diagnostic Logging to determine the root of the transport
issue. To enable Diagnostic Logging on the MSExchangeTransport service:

a. Start Exchange System Manager.

b. Navigate to the server object.

c. Right-click <Server object>, and then click Properties.

d. Click the Diagnostic Logging tab.

e. Under Categories, click MSExchangeTransport.

f. Under Logging Level, choose maximum for all the items. Restart the
server.

g. Let the user send a testing email again and copy all Exchange relative
events in Event Viewer.

5). Enable SMTP logging and gather SMTP log to troubleshoot the issue:

A. Open Exchange System Manager, expand Servers -> <Server name> ->
Protocols -> SMTP, right-click "Default SMTP Virtual Server" and click
Properties.

B. Under the General tab, check the option "Enable Logging".

C. With "W3C Extended Log File Format", click "Properties".

D. Under "General Properties", make sure "Use local time for file naming
and rollover" is CHECKED.

E. Switch to the "Extended Properties", and then select to enable All the
logging Options.

F. Click OK to apply the modification.

G. Right-click Default SMTP Virtual Server and click Stop.

H. Right-click Default SMTP Virtual Server and click Start to restart the
SMTP server.

I. Reproduce the issue, repeat step G to stop Default SMTP Virtual Server,
copy out or zip the SMTP log files in the
"%systemroot%\system32\logfiles\SmtpSvc1" folder, and then restart the
"Default SMTP Virtual Server".

Thanks for the input Nathan.

I'm going to have the user put their account through some more testing from
their external location and see if the problem persists. They were able to
get an Exchange mail to forward to their external address today without any
problem so I'm wondering if there was a mail hub problem at the external
location on Monday that was the cause. It is a large university so the hub
that the mail was trying to go through may have been overly busy and just
didn't get through.

Hi Jeff,

I know them were able to get an Exchange mail to forward to their external
address today without any problem, so let's still monitor it. I appreciate
