Sounds similar to my symptoms, and I found that URLScan was running (the
server in question was a Windows Server 2000 upgrade). Simply disabling
URLScan as one of the ISAPIFilters, temporarily, will tell you if that's the
problem. If so then you can look at the URLScan logs to see what action was
being blocked.
