Exchange Server Synchronization problem

I'm having some strange behaviour when synchronizing a Pocket PC 2003
device. Users report that it's like not all items is beeing synchronized in
one sync, but that they sometimes have to do 2 syncs to get all updates.

I've tried to set up a new device to sync the inbox with the exchange
server, synchronizing everything 1 month back (only 0,5 kb and no
attachments though). the sync starts out fine, saying that its syncing 100
of 493 items, 200 of 493 items and 300 of 493 items. then it stops the sync
without any errors, just telling me that last sync was 5/17/05 10:56 AM,
which indicates that everything is fine. searching thourgh the inbox some
items is missing though, so I trie to do a secound sync, where its says its
syncing 38 of 38 messages. after that every item from my inbox 1 month back
has been syncrhonized.

Has anyone experinzed anything like this? does anyone know what might be
wront, and where to look for logs etc?
