Exclude Folders in Offline Files

I don't seem to be able to exclude specific folders from
synchronization in Offline folders on Vista. When I right-click the
folder I want to exlcude the Always Available Offline option is greyed-
out. I can exclude file types via group policy but not exclude entire
folders. Is this by design?
