Execute applications with the Task Scheduler at window startup

Hello,
I have setup the following task:
"Start emule.exe at each window startup with a delay of 5 minutes",
because I have some internet connections bandwith peaks problems at
startup.
When I open the properties from this task -> actions and add
Outlook.exe to this list, nothing happens, Outlook gets never executed,
but when I create a new task, with this 5 minutes delay too,
outlook.exe get executed.

What's the different? Why a second entry in "actions" not work?
