Once your computer becomes infected with malware, its likely your entire operating system

I have a Vista 32 bit Home premium Gateway tower.
running Vipre antivirus/anti spyware.
It caught a Exploit.PDF-JS.Gen (v) malware, that has done some very
interesting and damaging things to my computer. It appears that the
files associated with various tasks are still there, but the virus has
added/modified code to make it look like the files are missing.
System loads fine, for either basic user or admin.
Issues:
1) Cannot edit users at all when signed in as admin. (nor parental
controls, user access)
2) when attempting to launch many programs, i get the following errors
a) windows defender: the system cannot find the file specified
b) when i try to click on an executable (i.e. i just downloaded
HighJacker to identify issues) i get the following type errrors: Windows
cannot find C:\Users\CJ\Desktop\HJTInstall.exe
c) When I go to users account under admin, I only have the Admin
account (and I can't edit any user account controls on or off) and my
other basic user doesn't show up, even though it boots.
Help! Nothing is working. where to start? Thanks
