How do I configure so every new website opens in its own tab?

Also, is there a way for my home page to be permanent (can't be closed)?--

If the tab cannot be closed, how are you going to ever exit IE8? If you
have multiple tabs open, you won't be able to see your home page until you
return to its tab; however, you can then just click on the Home toolbar
button to redisplay (and refresh) that home page (which will already be
cached in your TIF folder).
