Explorer Address Bar error when navigating up - 'folder' is currently unavailable

I notice a problem or two in Windows Explorer.

The less serious problem: If I have navigated several sub-folders down on a
folder tree e.g. Users > Public > Public Documents > Intuit > QuickBooks >
Company Files and then start navigating back up by double-clicking the
parent folder in the Address Bar (in this example: QuickBooks), I'll get an
error saying that the sub-folder I started in is currently unavailable. In
this example the error would be:

Address Bar
-------------
'C:\Users\Public\Public Documents\Intuit\QuickBooks' is currently
unavailable.

But then Explorer shows me the QuickBooks folder despite the error.

This occurs on a fresh installation of Vista Business Upgrade on a newly
formatted drive, with all Windows Updates installed (except SP1, which is
not automatically offered on this computer).

The more serious problem: We use the veterinary industry's leading practice
management software (Avimark), which is a client/server application. The
app's EXE file is in a shared folder on a Vista Business desktop. More or
less regularly, when I try to run that EXE from this Vista Business laptop
client, I will get the error message: "The specified network name is no
longer available."

I get that error either when I open the share and double-click the EXE, or
when I try to run the program via Desktop shortcut on the laptop.

Typically the error occurs somewhere in the middle of loading this 13MB
program. The failure point seems random. Sometimes the program loads
completely.

None of the Windows XP client machines has this problem.

Perhaps the problems are unrelated, and I'm prepared to address them
separately, but they seem similar to me on the points of resource
availability and perhaps a timing issue.
