"explorer.exe has encountered a problem and needs to close"

on my husband's computer after the most recent windows update. My computer
had no troubles but his will not load up at all. boots, gets the desktop but
no icons, and gets the error message - "explorer.exe has encountered a
problem and needs to close". Unable to use restore as he has no restore
points available. Safe mode won't load either- still shows the same error.
Not a clue where to begin...
