Exporting message rules?

Is it possible to export message rules from WLM to Outlook?

If so, where are the rules stored?

No.

WLM messages rules are not exportable. Once created, they only exist in
the current Windows user's registry.

Outlook, otoh, can only import rules exported by Outlook and with a file
type of the form *.rwz
