expplorer crashes when trying to run program as administrator

I *un*installed some programs today (which may be the cause of this), and
since then, if I try to run a program as administrator /from a shortcut/,
explorer crashes. It's fine if I open program location and then run the real
program as administrator, so I'm not pulling my hair out just yet, but I'm
somewhat worried - and I really don't want to reinstall the programs in
question, because they were pretty useless. (Possibly more than useless given
the result of uninstalling)

You might consider resetting the system to security defaults.
