Extremely slow and erratic d/l speed

Using several speed test sites, getting between 1 and 3 megs down. Telco
line checks clean, and another computer linked by router gets recomended 5
megs down. Multiple anti spy/adware checks clean. Virus checks negative.
Same results on two different modems, one w/router, the other without. Using
HP pavilion a420n, WIn XP SP3. I am totally baffled, and feel like a real
newbie here. Any suggestions for fixing or further diagnostics would be
extremely appreciated, as would steering toward the appropriate help forum if
I have reached this one in error.

Have you spoken to your ISP about this problem?
