Failed to create WSUS Administrators user group (Error 0x800708AF: The group already exists.)

I received the following message in the logs when trying to install
WSUS on a second DC in our AD Domain:
Failed to create WSUS Administrators user group (Error 0x800708AF: The
group already exists.)

At this point the entire install rolls back and fails.

It makes sense since the group already exists. However there is no way
to tell wsussetup.exe to skip creating the account. I have searched
high and low and found no other references to this issue. I have talked
to the server vendor and still have no answer.
