failed update BITS

Update for Background Intelligent Transfer Service (BITS)
2.0 and WinHTTP 5.1 (KB842773)
This software updates the Background Intelligent Transfer
Service (BITS) to v2.0 and updates WinHTTP. These updates
help ensure an optimal download experience with future
versions of Automatic Updates, Windows Update, and other
programs that rely on BITS to transfer files using idle
network bandwidth.

cannot get this too update, fails every time to update

Download the update from here :
http://www.microsoft.com/downloads/d...displaylang=en

Save it to your Hard Drive. Boot to Safe Mode and install it from there.

( You do NOT need to Validate to be able to access this download )

I also cannot get the file to download. Your suggestion did not work for me.
Do you have any other suggestions?
