Can't seem to figure out what is causing this failure. I
am also unable to access a few websites, i.e. a webmail
site and the cygwin site. Any recommendations?

Start here:
http://www3.telus.net/dandemar/0x800c0005.htm

Otherwise since it also affects things other than Windows Update try
the newsgroup specific to your operating system:
http://aumha.org/nntp.htm

I have been struggling with the same problem for two months. I have been
following the posts, and the troubleshooters. I finally got it fixed! First I
went to the startup menu in msconfig and turned everything off. That fixed it
so I started turning things back on one at a time. The problem returned when
I turned on a file called ccapp. This is a Symantec file, I have System Works
and Norton Firewall, so I uninstalled both of them. To make sure I got a
complete uninstall, I went to regedit and deleted the two Symantec folders
that I found under the user and local machine. I have not had a problem
since. I have not reinstalled Norton either.
hope this helps.

Hopefully you are using another firewall!
It is to dangerous to operate without a firewall even for a few
seconds on high-speed or dial-up.
