Failure to install a file:Installing Microsoft .NET Framework 1.1

I have had a costant problem trying to have this file to be installed. I ran
into the same problem after I installed the update called Service Pack 3; and
the file tried to install itself again and failed. I don't know if it is
important; but I would like a comment or solution for this issue.

1. Write down what .NET Framework versions are already installed before you
go uninstalling/removing any of them!

How to determine which versions of the .NET Framework are installed and
whether service packs have been applied
