The command lines reset the correct security identifiers for the services
"BITS" and "Automatic Updates".
Typically the cause of the error is because some ambitious Active Directory
engineer has engineered some changes in security accounts and/or parameters
for desktop services and leaked the policy into production.
Other causes are local users with admin permissions that ought not to have
them.
