Favorites button using window folder favorites not user?

I am running XP-Pro in home enviroment as administrator with ie 6.00. Other
3 users ie Favorites are stored under C:/ Documents and Settings/ user/
Favorites. My favorites are being stored under C:/ Windows/ Favorites. Is
there a setting that controls this and is there differences for sharing
favorites and certian favorites being restricted to the user?
