Where in Vista can I find an explanation of file attributes - System, Hidden,
Archive, etc. There seem to be some new ones added. Searching in Help finds
nothing useful on the topic.

The only new one, (as mentioned when you run the command 'attrib /?') is the
-I switch for indexed file.

I've encountered the attribute "N" which is not mentioned in either the
attrib or dir commands. So far, I've seen it only on Outlook .pst files.

Those are not Vista attribs. it's called DSO

The Dsofile.dll files lets you edit Office document properties when you do
not have Office installed: http://support.microsoft.com/kb/224351/en-us
