I’m trying to access Windows Download but get a message: “Files required to
use Microsoft Update are no longer registered or installed on your computer.”

I click “Register or reinstall the files for me now” and the required files
appear to get downloaded and registered up to 100%, but then I’m recycled
back to the original message. I’ve tried rebooting but still get that message.

I suggest doing the following - perhaps in safe mode if it gives you trouble
in normal mode (do normal first) - and seeing if it fixes whatever problem
you have...

I'm going to give you a response that should cover most bases. It is not
mine - but it may do the trick for you...
(It covers a lot of bases.)

Reboot your computer and have nothing open before you start the steps....
Just log in and follow them, then when it has you rebooting - first thing
you should try is visiting http://windowsupdate.microsoft.com/ and seeing
what happens (in Internet Explorer.) Please come back and report!

The Process may take sometime.
After this restart your computer and try Windows Update.

Some have reported that simply re-registering the MSXML3.DLL seems to fix the problem.
1. Click Start.
2. Choose Run.
3. In the Run box, type: regsvr32 MSXML3.DLL
Press okay

If that hasn't helped you may need to re-registered some more files:

1. Click Start.
2. Choose Run.
3. In the Run box, type (pressing okay after each one) :-

net stop wuauserv

Repeat for the following:
regsvr32 wuapi.dll
regsvr32 wups.dll
regsvr32 wuaueng.dll
regsvr32 wuaueng1.dll
regsvr32 wucltui.dll
regsvr32 wuweb.dll
regsvr32 MSXML3.dll
regsvr32 qmgr.dll
regsvr32 qmgrprxy.dll
regsvr32 jscript.dll

net start wuauserv

To reinstall the Automatic Updates service, follow these steps in this article -
You receive a "Windows Update has encountered an error and cannot display the requested
page" error message when you try to install an update

If you need to reinstall the ActiveX controls (because they may have become corrupt):-

The Windows Update Web site and the Microsoft Update Web site do not scan for updates when
you repair a failed installation of Windows XP Service Pack 2 or of Windows XP Service

You are a sweetheart. I have also had problems with the same thing since
Aug. of 2006. Just for the heck of it I came here this evening to see if
anyone else had the same problem. I saw your post and figured what the heck,
if it screws up my pc, what else is new, lol..IT WORKED. Thank you so much
