When I start Windows update I get the message "Files required to use
Microsoft Update are no longer registered or installed on your computer" I
then select the option to "Register or reinstall the files for me now" which
it reports as 100% Downloaded and 100% Registered but it just goes back to
the original screen/message telling me that "Files required to use Microsoft
Update are no longer registered or installed on your computer"

Some 'thing' is interfering with the installation of the software
components.
Those 'things' may be antivirus/security suites, 3rd party firewalls
[Commodo, Zone Alarm, etc.], popup/cookie blockers included with 3rd
party toolbars, download managers, internet 'accelerators', security
software [ex: Spybot's TeaTimer, any software that monitors or blocks
ActiveX installations, etc], and any Internet Explorer add-ons.

Suggest you go here and install the software controls [ aka Windows
Update Agent or Client ] from a Command Prompt that includes
/wuforce :

If the OS is Vista, use an Elevated Command Prompt [ right click
'command' and choose ' Run as administrator ' ]
