the files for this update have not yet been down loaded

I am using WSUS 3 ,some updates have this tips when I approve. Tips is here:
the files for this update have not yet been down loaded. the update can be
approved but will not be available to computers until the download is
complete.
Anybody see the same with me? can anybody help me solve this problem? thanks
in advance.

Review the main page of the WSUS admin console and determine if the updates
are *downloading* (in-progress), or are stuck at -0-. If the former, have
more patience; if the latter, review the Application Event Log for specific
reasons related to the failure.
