Are you sure it is not a Service Release?
Now that Peter mentions it, I remember Service Release.
As Peter says, they are not the same.

Install Windows 98.
Then install that CD.
Does winver or Properties show a Service Pack?
If it is indeed a Service Pack, you will see it stated.

The Service Release was pretty much the same as Windows XP SP-2 Rollup 1.
A compilation of updates but not a Service Pack.

If it is actually a Service Pack, it will also be in the Critical Updates.

Installed "Windows 98 Service Pack 1" using autoplay wizard. It asks
permision etc. etc for to install Internet Explorer Update 4.01 SP2 and
installs it. But it doesn't reboot, rather, "Welcome to Windows 98 Service
Pack 1 Setup" starts and it asks permission etc. etc. for to install
"Windows 98 Service Pack 1" and installs it. System reboots.

"winver" reports:

Windows 98

"System Information" reports:

Microsoft Windows 98 4.10.1998

So .. as you can imagine, the service pack was what Microsoft was called in
the wizarded collection of updates to Windows 98 and Internet Explorer 4,
and included the Y2K updates.

I. Installation notes

A. Before you install the Windows 98 Service Pack 1

The Windows 98 Service Pack 1 updates your system files and requires
you to restart your computer during installation. Make sure that you
save and close all open documents and close all programs before
installing the Service Pack.


II. Release notes
-----------------

If you reinstall the Windows 98 operating system, you will lose the
benefits of the Windows 98 Service Pack. If you must reinstall
Windows 98, make sure that you also reinstall the Windows 98
Service Pack 1.
