Fine-Grained PW Policy Bug

Anyone noticed following. I have configured in Domain Policy minlenght 7
letters and Fine-Grained pw policy 15 letters.

When user with fine-grained settings tries to input too short password f.
ex. 14 letters. Then Announcement comes from domain policy, where min lenght
is 5 letters.

Do you use XP clients, then check this one about known problems "Password
