Using WinXP I did all 3 updates together. Everything works fine, but, now I
get a yellow warning that pops up from the taskbar saying that my firewall
is turned off. Not true, it's on.

Is there a known issue with any of these 3 updates that confuses the
security center? After a couple of minutes I am able to connect using a
modem, but there is now a delay.

Stumpy,

Which antivirus/security suite is installed ? Is/was there a 3rd party
firewall used prior to enabling the native Windows firewall ?

BTW, there is no KB94121202. The KBs have only 6 numbers <w>

Try this ... go to Start > Run > copy&paste the below into the Open: line

netsh winsock reset
Click OK or press Enter
Restart the system.
Did that resolve the issue ?
If not, then try this :

From: You cannot start the Windows Firewall service in Windows XP SP2
http://support.microsoft.com/kb/920074

Note: The command is case sensitive and there are spaces that *must* be
included.
