Firewall and ICS

When I try to open the firewall or start ICS service I get error 10047 an
adress is out of range. I am trying to set up a home network using a hub and
I cannot can not get the computer to see or connect to the other computers.
The other computers can see all but can not connect to this one.

I have the service fireall/ICS set to automatic. I have XP Home, SP2
