Firewall/Internet Connection Sharing

The “no firewall installed” message keeps popping up, so I’m trying to turn
my XP SP2 firewall on. When I click on Windows Firewall in Control Panel, I
get the following message “Windows firewall settings cannot be displayed
because the associated service in not running. Do you want to start the
Windows Firewall/Internet Connection Sharing (ICS) service?” Of course I
click yes and get the following message “Windows cannot start the Windows
Firewall/Internet Connection Sharing (ICS) service.” So I’ve been stuck in a
DO LOOP. The Security Center shows that the firewall is off.

The system event log lists the error as event #7023 – what does this mean?

I naively followed the troubleshooting guide (published 9/22/04) further and
typed ‘netsh firewall show state verbose=enable’ at the A prompt, but of
course it says “The service has not been started” This trouble shooting guide
does not directly address the question “How do I start the Windows
Firewall/Internet Connection Sharing Service in XP SP2?”

I have Norton antivirus (but not their firewall) and I have recently
installed the MS Antipsyware – beta. I am also using a Netgear Prosafe
wireless firewall / print server that I understand provides a firewall for my
laptop (on the wireless connection) but not for my desktop that is hardwired
to it. (Is this a correct assumption?)

Prior to getting fully updated on XP SP2, I downloaded some software that
hijacked my browser, but I quickly uninstalled it and did a Restore to a
point 24 hours prior to the download. This took care of the browser problem,
but I’m wandering if there are some latent issues. I’ve clicked every “Check
My Computer” button on the MS website I could find, but nothing has been
revealed. My last line of thought was that I had some damaged files in XP,
so I did a reinstall of everything (after I uninstalled all of the updates)
and then I re-installed all of the updates including SP2. It took all night
so I hope I don’t have to do this again.

Can anyone follow this meandering set of details and provide some guidance?

That seems to have cleared it. The Security Center now shows the firewall to
be ON. Thanks. I am in your debt and/or orbit, as the case may be.

I have the same problem except that it's sporadic. Sometimes ICS starts,
sometimes it doesn't. Do you recommend the same fix or should I be looking
elsewhere?
