Firewall won't turn on

Yesterday my computer was infected and after a long time I was able to fix
it. I downloaded Spybot Search and Destroy. Along with Symantec antivirus,
the two programs fixed the computer. Now, I am guessing, due to the infection
the firewall is off and it will not turn on. The message I recieve is - Due
to an unidentified problem, Windows cannot display Windows Firewall settings.
Can anyone help and explain this problem
