I couldn't get BITS to start even when I started it manually via the
services. I tried everything on the forum to no avail. Upon broading my web
search I found some more answers.
If you have ever used Norton Removal Tool to try and remove any
Norton/Symantec products from your system then this could be the problem.
This tool can cause system issues in certain PCs.
How to fix it? Re-install Norton Anti-virus. If you can't find your CD
then just go to the Norton site and download the free 15 day trial version.

You do not need to get the latest virus definitions, just running the
install is sufficient.
Then restart and try Windows Update again. If it works then you are all
good to go. Now you can uninstall Norton again using the add/remove programs.
Good luck.
